My efforts to get the New Mexico State Police to investigate what I consider to be the negligent homicide of my daughter, Carmela DeVargas, the death of Rex Cochran, and many others at the Santa Fe County Adult Detention Facility have been ignored. Therefore, it is imperative that the citizens of the City and County of Santa Fe exercise their constitutional rights to petition for the empanelment of a citizens’ Grand Jury to investigate misfeasance, malfeasance, and other crimes that may have been committed by their county government and its agency, the Santa Fe County Adult Detention Facility.
PETITION FOR GRAND JURY INVESTIGATION
We the undersigned voters of Santa Fe County, hereby petition the judges of the First Judicial District Court, pursuant to Article II, Section 14 of the New Mexico State Constitution, to convene a Grand Jury to investigate acts of malfeasance, misfeasance, and any other illegal act committed by any individuals associated with or employed by the Santa Fe County Adult Detention Facility and the County of Santa Fe. These other acts include the denial of medical care by the willful and deliberate indifference of the medical staff, the mocking and dehumanizing of inmates in their care by guards employed at the Santa Fe County Adult Detention Facility that have resulted in the recent death of Carmela DeVargas on November 9, 2019, and the death of Rex Cochran on November 13, 2019, as well many other inmate deaths, multiple law suits (and settlements), and pending tort claims.
